OSO: Medical Outreach— HIV Initiative Proposal

Problem Definition: 

Despite tremendous advances in HIV prevention and treatment, HIV continues to present a major public health challenge throughout India. According to India's National AIDS Control Organisation (NACO), approximately 3.10 lakh (310,000) people were living with HIV in Andhra Pradesh in 2024, making it one of the three states with the largest HIV-positive populations in India. Together with eight other states, Andhra Pradesh accounts for nearly 74% of India's total HIV burden.

Although the state has made remarkable progress in reducing new HIV infections, early diagnosis remains one of the most effective tools for preventing transmission and improving long-term health outcomes. India's Ministry of Health reports that Andhra Pradesh remains a priority state under the National AIDS Control Programme, with an estimated adult HIV prevalence of approximately 0.58% and 23 districts designated for focused intervention because of their contribution to the national HIV burden. 

Globally, UNAIDS estimates that approximately 5 million people living with HIV still do not know their HIV status, demonstrating that access to testing continues to be a major barrier in ending the epidemic. Early diagnosis allows individuals to begin antiretroviral therapy sooner, improving quality of life while dramatically reducing the risk of transmitting HIV to others. 

The OSO HIV Screening Initiative seeks to complement existing public health efforts by distributing 250 free iCare Oral HIV Test Kits throughout Andhra Pradesh while providing education regarding HIV prevention, interpretation of test results, and referral information for confirmatory laboratory testing and treatment.

Short Term Goal: 

By the end of 2027, OSO hopes to distribute 250 iCare Oral HIV Test Kits throughout Andhra Pradesh, India, while providing recipients with educational materials regarding HIV prevention, testing, and available healthcare resources.

Objectives include:

• Distribute 250 free oral HIV self-test kits.

• Provide educational materials with every kit.

• Ensure all recipients understand proper test administration.

• Provide information on where confirmatory laboratory testing can be obtained if a test result is reactive.

• Collect anonymous distribution statistics to evaluate community impact.

5-Year Goal: 

By the end of 2032, OSO hopes to establish an ongoing HIV awareness and screening program capable of distributing more than 1,500 oral HIV test kits throughout underserved communities in Andhra Pradesh.

Long-term objectives include:

• Develop partnerships with local clinics and healthcare organizations.

• Conduct annual HIV education campaigns.

• Expand screening into additional communities.

• Train local volunteers to coordinate future distribution efforts.

• Integrate HIV education with other OSO community health initiatives.

Community-based distribution of rapid oral HIV tests increases accessibility while encouraging individuals to learn their HIV status in a confidential manner and seek timely medical care if needed.

The OSO HIV Screening Initiative provides access to HIV self-screening tools for educational and public health purposes. A reactive result from an oral HIV self-test is not considered a confirmed medical diagnosis. Individuals receiving a reactive result should obtain confirmatory laboratory testing through a qualified healthcare provider as soon as possible.

OSO volunteers will not diagnose, treat, or provide medical advice. Volunteers will provide educational information, instructions for proper test use, and referrals to appropriate healthcare resources while maintaining participant confidentiality whenever possible.

All participation is voluntary, and recipients will receive clear written information regarding the purpose, limitations, and interpretation of HIV self-testing before receiving a test kit.
